Wikipedia has an article on:

GNU General Public Licence - The "Magna Carta" of the Free Software movement. Its licensing terms demand that software, created free, should remain free forever and pass this right to its offsprings. Currently, version 2 of the GPL is primarily used.

To summarize:

  1. Source code of the GPL licensed software must be available to anybody, free of charge (not including possible transportation fees).
  2. Any software, incorporating GPL licensed code must also be GPL licensed (so called "viral" property of GPL).
  3. Anybody is free to modify the software, as long as it remains GPL licensed. The attribution to previous authors must always be preserved, though.
